Smart Parking Limited is a pioneering technology innovator within the parking management industry. Our Managed Services division operates and manages tens of thousands of car park spaces using complementary Automatic Number Plate Recognition/Licence Plate Recognition (ANPR/LPR) technology. Group Executives

Paul GillespieManaging Director & Group CEO

Paul was appointed Group CEO of Smart Parking in January 2013 and comes with over 20 years experience in the parking technology market place. Before joining Smart Parking and moving to the head office in Australia, Paul was a leading figure in the UK parking industry, having held senior positions at Xerox Parking Services.

Paul has a wealth of experience in the global parking industry and is an advocate for the role parking has to play in driving and shaping the future of urban cities and the world.



Richard LudbrookChief Financial Officer & Company Secretary

Richard was appointed CFO in February 2011. As CFO, Richard oversees the accounting, business support, financial planning and analysis, investor relations, tax functions and acts as Company Secretary at Smart Parking. Richard has over 25 years experience building and leading financial teams.

He began his career at Ernst & Young and has worked in finance roles in New Zealand and the UK.

Richard holds a Bachelor of Commerce (University of Canterbury, NZ) and Post Graduate Diploma in Commerce (Lincoln University, NZ), is a member of Chartered Accountants Australia and New Zealand and is a Chartered Member of the New Zealand Institute of Directors.

Kin ChanChief Technology Officer

Kin has been an integral part of the Smart Parking software development team since 2010. As a Technology Director, Kin oversees and directs organisation's technology development and innovation.

Kin has been a huge contributor in the development of SmartCloud, our sensor and gateway devices, the Smart Parking consumer and payment app. With deep understanding of industry trends and advancements, he ensures that our technology strategies align with business objects and drive sustainable growth.

Asia Pacific Personnel

Ben WilliamsInternational Business Development Director

Ben has been with Smart Parking since 2016, and is Smart Parking's International Business Development Director. He has over 9 years experience in the Australian parking industry and is passionate about fostering customer and industry relationships.

In early 2019 Ben was elected on to the Board of Directors of Parking Australia, bringing with him real-world knowledge on the realities that councils, retailers and all manner of other parking operators face.

Rebecca GraingerNew Zealand Managing Director

Rebecca has been with Smart Parking since 2015, and has over 15 years experience in the parking industry. As New Zealand's Managing Director she is a passionate advocate for parking and the role technology has to play in the 21st century.

Rebecca plays a key role in developing and delivering Smart Parking's global sales strategy and building the company's presence within priority sectors that include retail, commercial property, transport and local government.

Damien SmithHead of Technology Operations & Project Delivery

Damien has been with Smart Parking since 2019, and joined the technology development division with a strong background in technology and data focused deliverables and PMO governance across banking, broadcast, utilities and central government.

Passionate about the value of data and changing IoT landscape Damien brings real world experience to enhance quality outcomes are delivered for both clients and Smart Parking initiatives.

UK Personnel

Jo HineyUK Managing Director

Jo has been with Smart Parking since 2015, and brings a wealth of sales experience, as well as a passion and drive that makes her a leading figure in the UK parking industry.

Promoted to UK General Manager in 2021 and then to UK Managing Director in 2022, Jo now leads the UK’s senior management team, where she is focused on delivering the business strategy that will enable the ongoing growth of Smart Parking across the UK and the wider Group.

Peter CoakleyOperations Director

Peter has been with Smart Parking since 2014 and oversees all aspects of the company’s technology-based installations across the Europe, Middle East and Africa.

He is an experienced manager who possesses an in-depth knowledge of the practical and logistical challenges that need to be overcome to bring a technology project to go-live on time, on budget smoothly and successfully.

David CollingsSales Director

David joined Smart Parking in June 23 as Sales Director for the UK, he has experience in the parking sector and over 20 years’ experience as a Sales Director in various roles. He specialises in building high performing, dynamic and effective sales teams, and has successfully grown businesses from Start-ups through VC and PE backing to Sale.

David has a history working for entrepreneurs as a UK board member in the fastmoving ATM cash machine business, and from his roots in Corporate Sales at BT and Siemens, has given the grounding to drive growth in the UK market.

Demelza TuxfordFinance Director

Demelza joined Smart Parking in 2023, having previously held senior finance roles in a number of service and construction-based industries.

Demelza enjoys working with the wider team in respect of both the commercial and control environment aspects of finance in order to support the growth strategy whilst safeguarding the business appropriately.

Stefan KochManaging Director

Stefan Koch has been the Managing Director of Smart Parking Germany since September 2024, bringing with him over 25 years of international experience in the parking management industry. Alongside his deep passion for the subject of parking, Stefan has achieved remarkable sales success in senior roles at traditional parking system manufacturers like DESIGNA and Scheidt & Bachmann, as well as at data-driven parking payment platforms like SAP and INRIX.

His strengths lie in the implementation of innovative and sustainable solutions, with a clear focus on customer needs. Stefan is highly connected within the parking industry and, as an experienced sales leader, excels at anticipating market demands and trends, translating them into compelling customer solutions with his team. This will be instrumental in driving Smart Parking's technological innovation and market leadership forward.

Raife KilicarslanHead of Sales Germany

Raife comes to Smart Parking with extensive experience in sales. After she studied architecture and facilities management in higher education and graduating with a masters in engineering, she was leading sales departments in the software, real estate development and facility management industries.

Michael Pagh-Schou Denmark Managing Director

Michael joined Smart Parking in February 2024 and has several years of experience in a similar role from another large international parking company.

Michael has extensive experience in building companies from the start and has also had his own company for several years. Michael is a big supporter of using technology in a smart way so that it makes people's everyday life easier and at the same time reduces the use of trivial manual work functions.

Michael also holds a Master's degree in International Business and Management from Copenhagen Business School.
